With reference to the

correspondence ending with the letter

from this Department of the 17th

September on the subject of expenditure

in connection with the accommodation in

Hong Kong of British refugees from

China, I am etc. to transmit to you

to be laid before Viscount Halifax,

a copy of a despatch from the Governor

of Hong Kong regarding the incidence

of certain expenditure incurred in

connection with refugees who were not

British subjects.
